OREGON - $90 MILLION Budget passed WITHOUT Testimony

In the 2023 legislative session $90 million was allocated to the capital building upgrades WITHOUT any public or written testimony. No committee meetings, no hearings, no public testimony explaining why there was a need for $90 MILLION more from Oregon taxpayers. Does this as if we have a dictatorship here in Oregon? How is it spending allocations are being passed without due process?
