A biannual report from court monitors finds the Michigan Department of

Services are struggling to meet goals set by a federal decree. Those goals include having enough foster homes for children and making sure siblings stay together. There are also issues investigating abuse or neglect of children in foster care. The department has been under federal oversight since a 2006 settlement of a class-action lawsuit.
