Holes in Heaven? HAARP and Advances in Tesla Technology

The US Governments High Frequency Active Auroral Research Program (HAARP) was discontinued in 2014 because it became obsolete. During its operation, government and top scientists became very concerned about its possibly catastrophic effects on Earth. The big question remains if HAARP is now obsolete what has replaced it?
