According to government this don’t work

Trying to understand how the government and Biden administration along with the rhino republication who say fences don’t work. But then turn around and use fences and barricades to keep out protestors. I need this administration along with other tyrants to explain to me why they can have fences to protect them but I can’t have fences to protect the boarder ?
