Why is this scene in a cartoon? This film is rated PG.

I was watching this film, Spies in Disguise, with my boys and was shocked to see nudity so causally used in one of the scenes. It was so in yours face that my boys were commenting about it constantly. It just amazes me how much has changed with PG movies when I was young as compared to today. If I had known this scene was in there I would have not watched it, especially with them.
