Russia clames the USA has developed bio weapons and names names. In a plot developed by Barack Obama, George Soros, Hillary Clinton and Joe Biden which was initiated in order to gain power and permanently hold onto the presidency of the United States. They used government agencies to funnel money to non-government agencies in order to develop bio weapons in Ukraine. Money sent to Ukraine was dispersed to pharmaceutical companies, Ukraine's military and of course some of it was used to purchase extravagant homes etc.
