Legislators have a fiduciary duty to the people.
Used cars have higher maintenance costs than new.
Giving people in need free cars is not the duty or purpose of government but rather charities and private sector donations.

What is the purpose of government?
To collect money and then provide the people things like cars or to protect individual liberties and guarantee inherent rights?

NH, Part First, Article 2
All men have certain natural, essential, and inherent rights - among which are, the enjoying and defending life and liberty; acquiring, possessing, and protecting, property; and, in a word, of seeking and obtaining happiness.
