Getting the runaround in D.C.

Trying to file a police report on ccnv homeless shelter on D and 2nd because I went to sleep with all my clothes on normal and woke up my Jeans, shirt, and coat on backwards all the way zipped up. I had to really strain and stretch to even unzip my coat on backwards as I could barely even reach it....it's to disturbing to explain the obvious of what happened to me ...
Also I have no thoughts of harming myself or others , am not mentally ill, and am not in any distress and all my thoughts are expressed with my first ammendment right
