All state government actors swear oath to the state constitution.

No freeman shall be deprived of life, liberty or property but by the lawful judgment of his peers, or by the law of the land—that is by the common law. C.L.M.

Statutes, rules, codes, regulations etc...have no authority to ever abrogate, violate, trespass, or step on the constitutionally protected rights of the people.

Parents have a fundamental liberty interest in the care, custody, and control of their children.
