NE's Sec. of State office is not following Federal Law w/ CVR Requests

Over 400 requests were made to Election Clerks & Comm. for the Cast Vote Records but have been denied. Clerks called the Sec. Of States office and did not know of the record or where to retrieve it, they replied we don't have it, requesters are not allowed to receive it, we don't know how to get it and other excuses came from the 93 counties. Professor/Attorney explains if we received HAVA money we must follow Federal Law which state we must have an auditable trail which is the CVR. There are consequences for lies from Attorneys in the Sec. of State's office.
