Rebuild the Pac 12 with Relegation

Where does the Pac 12 go now that it is currently the Pac 2? I take a look into a scenario where college football would use the English soccer concept of Relegation, how would it work and what are a few issues that it would inevitably run into if implemented. I got this idea from @NTE_ and his video that uses the concept and simulates 10 years with NCAA Football 2014
