Trump warned that China is using the «Mexico loophole» under free trade to unfairly dump Chinese cars/EVs into the U.S. market, that will annihilate American auto industry. That is what he really meant. He warned that without a 100% tariff the U.S. auto manufacturing sector will be wiped out by unfair Chinese competition.
