Once Act 1 is over the rest of the city is now open for the player to explore but for whatever reason the devs decided the fixer in the starting district of Watson should have more work for the player than anyone else.

It should have been the other way around, incentivize the player to leave Watson behind and immerse themselves in the rest of Night City.
