What is meant by “culturing, producing or culturing pathogens” is a variety of laboratory and scale-up biofabrication techniques, which boil down to synthesizing, mass producing and stabilizing biochemical molecules of toxic substances in a variety of delivery formulations. When Colonel Wendy says "we have received the pathogen", she means that she has the specification of the chemical they need to produce (its formula/model) and a set of tests they need to monitor/control this production. During the press conference, the DOD team refers to 1 (one!) American patient from the state of Washington from whom the alleged sample was derived. Even if that actually happened, a sample of one has absolutely no meaning for anything - diagnosis, treatment or vaccine development.
