Will U.S Steel layoff American workers?

With a pending acquisition of U.S Steel by Nippon Steel out of Japan, will it become Tyson Chicken part 2, by laying off American workers and hiring migrants for those jobs? It’s a serious concern, especially with Tyson setting the precedent.
