How to Prevent the Abuse of Human Rights Through Public Health Emergencies Like Covid-19

How can we the people prevent the abuse of our human rights through declared states of emergency, such as Covid-19? It is by knowing our rights and the four international law criteria to lawfully declare an emergency, and teaching them to other people.
