Who is Russell Richardson Vane, IV? This is getting WEIRD.

I wanted to document concerning findings surrounding the identity of a Virginia man who attempted to join a VA Militia called the Kekoas, and was kicked out for attempting to orchestrate an entrapment hoax or was just saying very stupid things. We believe he glows like the sun and has been working for the government in some capacity. I am interested to know what do you think?
