I don't have the damage to out Dps the Champions heals

Here is an enemy champion on Ultimate difficulty that heals its self and others around it. I can kill the trash mobs with my current retaliation spec, but the enemy champion out heals my Dps at this level. This is Twin my soft core Retaliation Commando on Ultimate Difficulty.
