Post National Canada

We are told we need them though or the country will collapse because the Canadian folk aren’t having enough children. To the point that many cities in Canada are majority immigrant. Trudeau identifies Canada as the first Post National State. He has this unusual conception of what governing this country is about. What could possibly be his motivation for this?
