Why apostles? The calling of an apostle by Jesus was not to write scripture. It was not just for miracles. It was a position in the Roman Army that brought the Roman culture to new territories. It is in this context that Jesus says to His disciples. The Kingdom of God is at hand. They were to bring that culture as they went.
