Minecraft: Mining Fatigue III

What is this? I keep getting it while mining down at level 10. This is about the 6th time I've had this weird thing popup in under an hour... anyone know what it is and why it's happening? Once you've got the mining fatigue, you can't mine properly until it wears off, it takes about 30 seconds to dig dirt with a shovel :(
