Human Rights are for Individual Sovereign Beings (not the general public)

So, fundamental human rights are not about rights for groups or populations. They are about the individual. Bodily autonomy, freedom of speech and expression etc.

How do we reconcile the two clips in this video? Does this guy not know that he is on record when speaking to the public?

The first clip is from a recent event (April 2024), the second was from some time during the pandemic when he was justifying the pandemic mandates.
