-It absolutely is retroactive, Part 3 under Continuous Communication “…a person (who) communicates or causes to be communicated hate speech so long as the hate speech remains public and the person can remove or block access to it.”
-And Under "Offence - Operators/Penalty" it ALSO will fine operators "8 per cent of the operator's gross global revenue or $25 million, whichever is greater."
