Just who made these local codes or ordinances in 2022 and why don't more residents know about it?

Why is the Cities "Deputy Clerk" denying tax paying property owners the right to get on the City Council Agenda when they have followed all of the steps in their request to have a redress of grievances?

Why are Council members that are in violation of the same city codes, allowed to make complaints and charges against others, but not held accountable themselves?
