Surveillance and security

What with there being a lot of information and proposals being made this week here in the UK with regards to surveillance and security, I thought it made sense to have a chat about it all in todays Teabreak
If we don't have the basics covered in term of current security and inadequate funding for all of those groups that have been trying to improve a whole lot of things for a whole lot of time..... is it simply a waste of money and time?
Is it another scandal waiting to happen and is my simple idea from last week the key to starting anew, and building strong secure foundations that are not as intrusive
