Grants, Subsidies, & Ethics - What's an Artist to do?

In a previous article (https://espdigiart.com/should-art-be-subsidized.html) I wrote about my opinion of art subsidized, however there was a miss understanding that warranted a follow up regarding what should an artist (or anyone else in a similar situation) do when faced with question, they are going to give it to someone anyway. Should I take it if I believe this is wrong.
