Dr. Crisanna Shackelford knows firsthand the impact of a life-changing vaccine injury. Sadly, she learned the hard way that vaccine injuries are real. Joint Improvised Threat Defeat Organization Counter-IED Operational Integration Center (JIEDDO-COIC) and National Ground Intelligence Center (NGIC). Each career move has progressively demonstrated that linear, reductionist frameworks and trade-craft skills used to address complex operations and conflict don't work.

Our discussion focuses on the U.S. Code and veterans injured by vaccines. According to 42 U.S. Code § 300aa–22 – Standards of responsibility (b) Unavoidable Adverse Side Effects; Warnings, (1) "No vaccine manufacturer shall be liable in a civil action for damages arising from a vaccine-related injury or death associated with the administration of a vaccine after October 1, 1988, if the injury or death resulted from side effects that were unavoidable even though the vaccine was properly prepared and was accompanied by proper directions and warnings."

As amended, the National Childhood Vaccine Injury Act of 1986 created the National Vaccine Injury Compensation Program (VICP), a no-fault alternative to the traditional tort system.
