The president's assertion is consistent with the Department of Homeland Security's (DHS) 2024 annual threat assessment, which identifies fentanyl as the second largest threat after terrorism. The report also states that the Department of Homeland Security expects that "illegal drugs produced in Mexico and sold in the United States will continue to kill more Americans than any other threat." According to the Department of Homeland Security's fact sheet on the State of the Union address, the fentanyl crisis "stems from entities in China that produce and distribute chemicals used to produce fentanyl that cause Americans to die from drug overdoses." The CCP produces 98% of the world's precursor chemicals used to produce fentanyl. The special committee exposed not only the CCP's subsidies for fentanyl, but also the CCP's subsidies for many other synthetic and illegal drugs.
