Operation BreadCrumb - Detailed Overview

For those wanting to help the Homeless, Operation BreadCrumb is an Idea (a plan) to automatically correct addiction relapse for the homeless.
Unlike the consensus policy of "housing first", Operation BreadCrumb seeks first to "break the addiction" by using, both,
the Carrot and the Stick.

The First part of, Operation BreadCrumb is a public awareness campaign that asks, "Are you Feeding the Homeless? Or, are you Feeding the Addiciton". It want the Good Samaritans and Homeless organization to "-re-think" what they do form giving money to feeding the Homeless.

The Second part of the Operation BreadCrumb is boots on the gtound implementation and this can summed up with the statement.
