PARAGRAF 12
With the restrictions laid down in this constitution, the king has the highest authority over all the affairs of the kingdom and exercises it through the ministers.

PARAGRAF 13
The king is exempt from liability; his person is peaceful and holy. The ministers are responsible for the conduct of the government; their liability is determined in more detail by law.

PARAGRAF 14
The king appoints and dismisses the prime minister and the other ministers. He determines their number and the distribution of business between them. The king's signature under the relevant legislation and government decisions gives these validity when it is accompanied by the signature of one or more ministers. Any minister who has signed is responsible for the decision.
