Idaho's illegal mafia government is planning to shut off water to some 500,000 acres of rich farmland for unsubstantiated and ridiculous reasons. Welcome to the hunger games. He has the ultimate authority within his territory. He can deputize an armed citizenry to protect his territory and make arrests. Get a townhall meeting together with your sheriff and ask him what he is going to do about this?
