It seems he hired some technicians to build a transponder beam in the Statue of Liberty. This will allow him to control the world if the team can't stop him.

Mahou no Fairy Persia Episode: Love Computer's Fortune-telling - Persia will be transferring to Yumeno Academy in the second semester. On her first day at school, Persia witnesses Manabu and Riki being chased by a group of girls. Manabu and Riki are the object of admiration for the female students. The principal orders Manabu, who is also the student council president, to come up with a plan to resolve the situation. Sayo suggests to Manabu that they use a computer to pair up students in the school who have good chemistry. Persia transforms into a programmer and calculates the best couples, but the couples that are born are strangely mismatched. As all the students pay close attention to how things turn out, things take an unexpected turn...
