Strange insect on a rose

This insect was in our garden last year. Then we never found out what it was. This year the same insects have already appeared, but only small ones. I think our gardening is under threat. These insects eat flowers or vegetables. But this is natural. In nature, everyone eats each other :) Let's hope that we can cope with this parasite. Our entire rural life is a constant struggle.
