After the original council died, Vince opted to remain legally deceased, operating off the grid. Thanks to the influx of humans in C-Sec, primarily Bailey, Vince and Garrus hunt down the turian's betrayer to bring sweet vengeance. Never let betrayers walk. Then Vince decides to pound drinks to wash the taste of the Citadel out of his mouth.
