Just How GOOD is Ohio State's Transfer QB Will Howard?

Another offseason PFF list has dropped, this one ranking the top-10 transfer QB's in terms of last years passing grade. Ohio State's Will Howard did not crack the top-10. Kyle McCord did. Do the Buckeyes have an upgrade at QB in Howard as a runner? Without a doubt. But will his passing ability negate what he brings to the offense with his legs?
