HIGH On HemP-Why Does the FDA own the rights to CBD, CBC, CBG, ETC & Why did they FIB about Delta9?

Yes I found this out recently.... But when you put everything together. . . . Like the Hemp act failing to disclose the true Delta 9 levels in the END PRODUCT seeking testing only of the harvested bud for Delta 9, neglecting to mention THCa which is the only reason hemp made it off the Controlled substances act. I believe the FDA knows they are forgoing synergistic interplay and thus Epidiolex wouldn't be as effective if THCa Were lowered tocmakena TRUELY <0.3% Delta 9 product. THCa converts to Delta 9, and hemp has 1-5% depending, hence Getting high on Hemp .
