California Proposition 1 On The Up and Up?

During the primaries of 2024 California threw a Proposition at us. $6.4 billion!! Just a pittance! Indeed! Other people money is so bad for the people whose money they are using!
Gov. Gavin Newsom has been a major proponent of the measure, appearing in ads and campaigning for it across the state. WHY??
