Let's Talk - The "three-fifths Compromise"

One aspect of The Constitution that I have heard discussed several times is the "Three-Fifths Clause". This clause is frequently cited as an illustration of the fact that the country was founded on the racist belief that black people were "less than". In truth there is far more behind this situation that needs to be explored in order to truly understand the situation.
