I manage to get onto the second airship where more of Stagg's sinister plan comes to light. He was working with Scarecrow and then not working with Scarecrow and then getting double-crossed by Scarecrow. It's what happens when you work with villains. And yes, I am still trying to find Barbara, but I find Scarecrow first. Maybe he is willing to share her location with me...
