Fire burning next to the road

While driving along the road, I spot more smoke up ahead. Hoping the fire is not so bad that we cannot drive through it, I see that fortunately it's just a small fire, with about 50 people standing around. Were they practising fighting a fire or something? Wonder what this was all about. Maybe they were fighting an actual wildfire.
