Don River Flooding in Toronto, Ontario - NOT CLIMATE CHANGE

The Don River has flooded many times in history. It is normal when the city of Toronto receives and overwhelming amount of rainfall in a short period of time. Although it is rare, I would ask why the governing party never done anything to ensure water is kept within the confines of the River?
