Should Crooks Have Been Identified as a "Threat"?

A previously confiscated video showing the full scene where local police swarm on the building Crooks had taken position on prior to shooting Donald Trump. If you followed the testimony of former Director Cheatle and Acting Director Ronald Rowe, you'll note they carefully make the distinction between Crooks being a "suspicious person" and a "threat". The reason for this is that failing to remove Trump from the stage when a "threat" was present is a much more serious failure.
