Awaken Biblical Prophecy Commentary - The Purpose of a System

This is such a simple and obvious concept, it’s no wonder that no sees it. We look at government and shake our heads. How can its various offices and agencies - its people - be so incompetent? Why do they make such nonsensical rules? It seems as if everything that government purports to do has drastic negative downsides. Is it really possible that so many people working in government are as inept as they appear?
