Street Preaching Not Allowed in Belgium?

Jesus said: “Go ye into all the world, and preach the gospel to every creature. He that believeth and is baptized shall be saved; but he that believeth not shall be damned.” (Mark 16: 15,16). The word “preach” is from the Greek word kerusso. Jesus' command is akin to a herald shouting out what needs to be heard.
The Belgian police officer tells the street preacher amplification and shouting is not allowed in the street. When the preacher asks if he can raise his voice the officer says only in a church building, that’s the law in Belgium.
