In the era of Kirk the Federation works on a very top secret project where they integrate their technologies along with with Klingon. The result was a powerful warship using the combines strengths of two powerful vessels into one. This project was started to combat the new Klingon/Romulan hybrid warship threat.
Now the Federation stands on a more balanced ground against the new threat.
