Is Remigration Possible?

Due to the concerns with mass immigration from the third world into Europe, many have mooted remigration as a potential option, there are many hurdles to this yet Sweden has opted for a policy in which they pay foreign-born passport holders to go back to their lands of origin. Will this work though?
