Abandoned house - Neighbours nightmare

Talking with the neighbours they said we have been living beside this abandoned home for years with the homeless breaking inside at night to sleep . They have call the city numinous amounts of times getting No answers on what will be done with the house , Then one night they were awaken to a loud explosion of fire that spread to their 4 plex , They managed to wake up everyone and get out safely . But with No answers from the city and the homeless still occupying the house they have to be reminded of the nightmare everyday of their lives
