Where Are The Rubber Tights in The Legend of Zelda: Tears of the Kingdom

Find Horon Lagoon and in the middle of it is Horon Lagoon cave. You can drop down into it and follow the underground river until you see a mass of rock to use a bomb arrow on and then to can get to the chest that holds the Rubber Tights.
