Is Kamala Running An Illegal SCAM?! I Underreported Stories

I was making breakfast this morning and came across this TikTok from a creator who believes Kamala Harris’ campaign may be running an illegal lottery. The campaign was asking people to donate $25 for the chance to win a picture with Kamala and Tim Walz.

A lottery can only be operated by the states, so they’re illegal for a campaign to operate. The campaign would only be able to operate a sweepstakes. I’ll let this creator explain why he believes that Kamala’s campaign is running an illegal scam.
