The summer campaign season is winding down as both Russia and Ukraine press each other in the Donbas and Kursk. As the campaign season winds down the desire to restart peace talks have Ukraine and international partners supporting the peace initiative and Russia has not accepted nor rejected the overture. The impasse to start peace talks appears to be over an arbiter that both can accept. Is India that arbiter?
